The ASTM A738 specification pertains to heat-treated steel plates made of carbon-manganese-silicon, designed for use in welded pressure vessels at moderate and lower temperatures. These plates are categorized into four levels of tensile and yield strength, namely Grade A (515 MPa), Grade B (585 MPa), Grade C (550 MPa), and Grade D (620 MPa).

Plates of Grade A, with a thickness of 2.5 in. [65 mm] and below, can be supplied in either a normalized or quenched and tempered condition. On the other hand, Grade A plates exceeding 2.5 in. [65 mm] in thickness, as well as Grade B and Grade C plates at any thickness, must undergo a quench-and-temper process. When tempering these plates, the minimum temperature should be 1100℉ [595℃].
